European cycling success story in the making

Leasing is fast becoming a game-changer - not only in accelerating the shift to sustainable mobility, but also as a key driver for growth for the entire cycling industry.

Leasing and fiscal measures for individuals and companies have a proven impact on take up of cycling and sales in the countries where they are available. 

The goal of the group is to accelerate accessibility to bikes and e-bikes through leasing.

The purpose of the Expert Group is to:

  • Provide a concerted lobby group towards the EU institutions, aiming for the EU level to increase the importance of leasing with member states.
  • To deliver EU level recommendations on key policy enablers for bicycle financial, insurance and leasing services.
  • Identify and share best practices in fiscal and employment law to facilitate the growth of bike leasing services and promote these best practices at EU level.
  • Advocate for the EU to allocate research and innovation funding to make fiscal measures more ready for market in diverse tax and fiscal regimes.
  • Create position papers, reports, events, networking, alliances and promotion towards the EU and national bodies. Give technical advice on how to redeploy successful measures in new countries.

The Chair of the Expert Group is Wasilis von Rauch, CEO of Zukunft Fahrrad, and the Vice Chair is Herman van Beveren, Head of Cycling Advocacy at Decathlon.

Our Work in 2026

  1. We work on European-level regulations to replicate the successful leasing model implemented in countries like Germany across EU27.
  2. We work in 4 Pilot Countries to expand the corporate bike leasing model.
  3. We lead the European Commission's Expert Group on Urban Mobility's taskforce on Corporate Mobility Management.
  4. We work on establishing the Return on Investment of corporate bike leasing.
